Women Leadership Network Switzerland
Founded in 2018 by Rosalyne Marie Reber, the Women Leadership Network Switzerland is a platform dedicated to strengthening women’s leadership at the intersection of technology, public policy, and governance.
The Network works to advance gender-responsive and inclusive leadership by equipping women with the strategic insight, skills, and networks needed to engage in decision-making processes shaping the digital age. Our focus areas include digital transformation, cybersecurity, artificial intelligence, and ethical technology governance.
We design and deliver policy dialogues, leadership programs, workshops, and curated events that bring together women leaders and emerging talents from public institutions, innovation ecosystems, technology sectors, academia, media, and entrepreneurship. Through interdisciplinary collaboration, we foster critical thinking, shared expertise, and policy-relevant perspectives.
By creating spaces for informed exchange and strategic connection, the Women Leadership Network empowers women to influence public debate, shape policy outcomes, and contribute to more inclusive, resilient, and forward-looking governance systems.
Why leadership pathways matter
One of the most persistent challenges for women with leadership ambitions remains the first step into positions of influence—recognizing their own ambition, navigating trade-offs, and accessing supportive environments early in their careers. The Network encourages women to acknowledge and act on their leadership potential while advocating for stronger institutional and societal support mechanisms.
We contribute to this effort by integrating research, policy analysis, and evidence-based insights into our programs, drawing on national and international perspectives on gender-responsive policymaking and inclusive governance. We advocate for equal access to decision-making power and highlight the well-documented link between gender-diverse leadership, economic performance, innovation, and competitiveness.
Digital engagement and public discourse
To advance public understanding and engagement, the Network leverages digital technologies and strategic storytellingacross online platforms. Through accessible, research-informed content, we make structural gender gaps visible and promote informed dialogue on leadership, technology, and governance.
By amplifying the voices of role model leaders and sharing practical insights, we raise awareness of women’s capacity to lead in complex policy and digital environments. Our broader goal is to contribute to an inclusive leadership culture that motivates women—particularly early in their careers—to participate in decision-making and help shape the future of the digital economy and public life.

I am passionate about driving change through innovation, sustainability, and gender equality, with a proven track record in public sector transformation, strategic communication, and digital solutions. As the founder of the Women Leadership Network, I am committed to amplifying women’s leadership in the public and private sectors. With a background as a young entrepreneur in digital marketing and social media—focusing on sustainability, ethics, and the United Nations SDGs—I have gained valuable experience in both the nonprofit and government sectors. I work at the intersection of public policy, communication, and digital innovation, always aiming to create impact-driven strategies for a more inclusive and sustainable future.

I hold a Bachelor's degree in Media, Business Communication and Management from the University of Fribourg. I hold a Master’s degree in Public Management and Policy from the University of Bern, with interdisciplinary expertise in Politics, Government Affairs and Law since 2020. I earned a CAS in Foreign Affairs and Applied Diplomacy since 2022, to further enhancing my global perspective on diplomacy and international relations. Trilingual in German, French, and English, I bring a multicultural, forward-thinking approach to solving complex societal challenges.

🌐 Die Europäische Verteidigungsagentur (EDA) hat ein wichtiges White Paper veröffentlicht: Wie kann KI im Verteidigungsbereich verantwortungsvoll, rechtssicher und demokratisch eingesetzt werden?
Als Public Policy Advisor bei OGP Switzerland arbeite ich an der Schnittstelle von Technologie, Ethik und Politik – und sehe viele Anknüpfungspunkte für die Schweiz. Auch als Nicht-EU-Mitglied ist die Schweiz ein Teil des europäischen Sicherheits- und Innovationsraums – und sollte solche Entwicklungen aufmerksam mitverfolgen.
📌 Was macht den europäischen Ansatz besonders – und relevant für uns?
🟡 Vertrauen ist keine Option, sondern Voraussetzung: KI-Systeme im Militär müssen transparent, erklärbar und kontrollierbar durch Menschen bleiben. Verantwortung, Datenschutz und Fairness gehören von Anfang an dazu.
🟡 Technologie braucht ethische Leitplanken: Europa macht klar: Effizienz darf nicht auf Kosten von Werten wie Menschenwürde oder Rechtsstaatlichkeit gehen. ➡️ Ein Ansatz, der gut zur Schweizer Tradition der Neutralität und des humanitären Engagements passt.
🟡 Risiken erkennen, bevor sie zum Problem werden: Ob Systemfehler, Missbrauch oder Eskalation: Risiken müssen frühzeitig erkannt und gemanagt werden – ein Prinzip, das auch in der Schweiz fest verankert ist.
🟡 Kein Einsatz ohne menschliche Kontrolle: Autonome Waffensysteme ohne menschliche Entscheidung? In Europa keine Option. Menschen müssen immer das letzte Wort haben – auch im Ernstfall.
🟡 Transparenz statt Black Box: KI-Entscheidungen müssen nachvollziehbar und überprüfbar sein – das ist entscheidend für Vertrauen und demokratische Kontrolle. Auch die Schweiz setzt in der Digitalisierung stark auf diese Prinzipien.

Die Lehren aus dem Ukrainekrieg sind deutlich:
🎯 GPS-Störungen beeinträchtigen Stromnetze, Kommunikation und militärische Systeme.
🎯 Mit dem Projekt PowerUp hat Cisco Talos gezeigt, wie zivile Technologie auch ohne GPS für Stabilität sorgt – durch intelligente Zeitsysteme und robuste Industriehardware.
🔍 Diese Lösungen sind auch für die Schweiz strategisch entscheidend.
➡️ Wir brauchen eine Drohnenstrategie, die auch dann funktioniert, wenn das Signal verstummt.
➡️ Wir brauchen technologische Resilienz – geplant, getestet und umgesetzt im Schulterschluss mit der Tech-Branche.
💡 Digitale Verteidigungsfähigkeit ist nicht nur militärisch – sie ist gesellschaftlich. Denn wenn kritische Infrastrukturen versagen, ist nicht nur die Sicherheit bedroht – sondern unser gesamter Alltag.
